How we chose these institutions

Every institution on this page teaches at least one full degree in English, admits students from outside the EU and appears in the national Study in Lithuania catalogue with a published tuition fee. We left out art and music academies and a few small private universities that rarely admit Indian students, as well as colleges with only one or two English programmes. Tuition below is the fee for non-EU students, per year, at €1 = ₹106.27 (European Central Bank reference rate, 23 October 2026).

One institution often listed by agents no longer exists: the Vilnius College of Technologies and Design was merged into Vilniaus kolegija (VIKO) in July 2024. Its programmes now continue at VIKO.

Public universities

Lithuania's state universities teach most of the English programmes, from bachelor's to PhD. They are larger, cheaper than the private universities for most subjects and have their own dormitories.

Private universities

Two private universities stand out for international students. ISM in Vilnius is a business school accredited by AACSB. LCC International University in Klaipėda is a small liberal-arts university where most students come from abroad and many receive need-based financial aid.

Universities of applied sciences (kolegija)

These colleges award professional bachelor's degrees in three or three and a half years, with long internships. They are the cheapest route to an EU bachelor's, and several have small English programmes in business, IT, tourism and nursing. Some do not provide dormitories for international students, so budget for private housing.

What differs between universities for Indian applicants

  • Three-year bachelor's degrees: accepted for master's at most universities, but not at Mykolas Romeris University, and VILNIUS TECH takes only B.Tech/B.E. graduates from India.
  • Interviews: ISM, LSU, Kauno kolegija, Vilnius Business College, SMK, Klaipėda State UAS and others hold online interviews. VILNIUS TECH asks for a recorded video interview.
  • English tests: IELTS 5.5–6.5 covers most programmes. Some colleges accept B1 or their own online test.
  • Refund if the permit is refused: KTU, VILNIUS TECH, Klaipėda University, ISM, VIKO, Klaipėda State UAS and Šiauliai State UAS state that they refund tuition (minus fees) when the residence permit is refused. Read each study agreement before paying.
  • Agents: some institutions work with representatives in India; VIKO states that it does not work with agents at all.

Universities in Lithuania: Frequently Asked Questions

Which is the best university in Lithuania for Indian students?
It depends on the course. Vilnius University is the oldest and broadest, with the strongest research and medicine. KTU and VILNIUS TECH are the engineering and IT universities. LSMU is the medical university. For a lower budget and a practical three-year degree, the state colleges in Vilnius, Kaunas, Klaipėda and Šiauliai cost less.
Which is the cheapest university in Lithuania?
Among the institutions on our list, the lowest tuition for non-EU students is at the state colleges: from ₹2.7 lakh a year at Šiauliai State UAS. The cheapest bachelor's programmes at a public university start at ₹3.4 lakh a year.
Are Lithuanian universities recognised in India?
Accredited Lithuanian state and private universities award recognised EU degrees. For further study or government jobs in India you may need an AIU equivalence certificate. Medical degrees must meet the NMC's 2021 regulations for foreign medical graduates.
What is the difference between a university and a kolegija?
A kolegija (university of applied sciences) teaches practical three-year professional bachelor's degrees, usually cheaper and with internships. A university teaches academic bachelor's, master's and doctoral degrees. A professional bachelor's lets you apply for a master's, but some universities ask for extra bridging courses.
Do Lithuanian universities accept a three-year Indian bachelor's for a master's?
Many do, but not all. Mykolas Romeris University, for example, does not accept three-year BA, B.Com, BBA, BCA or most BSc degrees for its master's programmes, and VILNIUS TECH accepts only B.Tech and B.E. graduates from India for its master's. Check the country-specific rules of each university.
