The ten lowest starting fees
- Šiauliai State UAS: ₹2.7 lakh (€2,500)
- Kauno kolegija: ₹2.9 lakh (€2,750)
- Klaipėda State UAS: ₹2.9 lakh (€2,750)
- VIKO: ₹3.1 lakh (€2,900)
- KTU: ₹3.4 lakh (€3,176)
- ISM: ₹3.4 lakh (€3,190)
- Vilnius University: ₹3.5 lakh (€3,250)
- MRU: ₹3.5 lakh (€3,250)
- Klaipėda University: ₹3.5 lakh (€3,250)
- VMU: ₹3.6 lakh (€3,400)
These are the lowest bachelor's fees; engineering, IT and health programmes at the same institution cost more.
Costs that change the ranking
- Housing: VIKO and ISM have no dorms, so a private room in Vilnius can add ₹1.6–2.7 lakh (€1,500–2,500) a year compared with a Kaunas dorm.
- Refund rules: a college that refunds 100% if the permit is refused (Klaipėda State UAS) is less risky than one that keeps your money.
- Scholarships: with 80% marks, VILNIUS TECH can be free, which beats any college.
- Jobs: a cheaper degree in a small city may mean a longer job search.
