The three tuition-free routes

Merit waiver: VILNIUS TECH (80% marks), KTU (full waivers for the strongest applicants), Vilnius University (five full master's waivers for non-EU students), LCC (Penner Scholarship).
Need-based aid: LCC covers 10–80% of tuition, up to 90% with other funding.
Funded PhD: no tuition and a monthly stipend; see PhD stipend.

Beware of "free study" offers

Offers of free tuition in exchange for an agency fee, or "free" programmes that turn out to be preparatory courses, are common. A real waiver is written in the university's offer letter or study agreement.

Not for non-EU students in bachelor's and master's programmes. They pay tuition, from about ₹2.7 lakh (€2,500) a year. Tuition-free study is possible through university waivers or funded PhD places.

Which universities in Lithuania are free for Indian students?
